What is Compete 2030?#
Compete 2030 is Portugal’s flagship program for business innovation and competitiveness, funded by the European Union. It provides financial support to companies investing in digital transformation, sustainability, and modernization projects. The program aims to strengthen Portuguese businesses through grants that can cover up to 85% of eligible expenses for qualifying projects.
The Compete 2030 Lifecycle Service Map#
Phase 1: Validation & Strategy (Pre-Application)#
- IES Financial Health Auditing: Reviewing the client’s past Informação Empresarial Simplificada (IES) to compute mandatory access metrics (Financial Autonomy ratio, ensuring it hits the minimum 15-20% threshold).
- SME Certification Management: Registering and validating the client’s company category (Micro, Small, or Medium) on the IAPMEI platform, which dictates the maximum grant percentage they can receive.
- Strategic Investment Mapping: Aligning the client’s commercial goals with specific active Avisos (such as SICE Inovação Produtiva, Qualificação, or SITCE Descarbonização).
Phase 2: Architecture & Application Engineering#

Phase 3: Technical Implementation (The “Build” Phase)#

- Budget Change Requests (Pedidos de Alteração): Re-allocating budget lines when software scopes change or supply chain costs fluctuate, preventing the client from losing funds.
- Interim Payment Processing (Pedidos de Pagamento): Grouping, cataloging, and processing raw expense documents (invoices, receipts, and bank transfer statements) into formal submissions for fund releases.
Phase 5: Closure & Regulatory Defense#
- Mandatory Communication Auditing: Setting up compliant physical posters (A3 format minimum), digital banners, and web disclaimers displaying co-funding logos to prevent structural non-compliance penalties.
- Final Balance Processing (Pedido de Saldo Final): Packaging the last 10-20% of expenses and reporting final metric achievements to release the final funding tier.
- Audit Dossier Compilation: Packaging all administrative, financial, and code-documentation files into a structured folder to host final government inspectors or European Commission auditors.
